Establishment of a Public Library in East Jerusalem

Brief Description

The project is part of the “Facilitating Access to Infrastructure Resilience - FAIR” Programme implemented by UNDP in East Jerusalem and Area C. The project’s objective is to reinforce the role of culture in East Jerusalem towards promoting national identity through the establishment and operation of public libraries.

The establishment of the public library in East Jerusalem is funded by the Royal Charity Organization - Kingdom of Bahrain for the amount of USD 517,880. The project includes the rehabilitation, furnishing and equipping of a historical building in the Old City of Jerusalem, located in Aqbat Risas. The three-story building, originally intended to be used for a library, is currently accommodating the Archeology Department of Al Quds University. The project involves the following main activities:

  • Rehabilitation and renovation of the existing building and its structure
  • Provision of books and literature
  • Provision of IT equipment, safety and security items and systems
  • Provision of a library system • Establishment of a cafeteria and provision of related equipment
  • Furnishing the halls with specialized equipment
  • Establishment of a website for the library
  • Training and capacity development of Al Quds University in library management

Challenges and Constraints

  • Jerusalem Municipality policies and measures of controlling rehabilitation and construction activities in East Jerusalem
  • Limited numbers of Palestinian contractors in Jerusalem Area
  • Limited construction material access to the Old City and confined neighbourhoods


  • Initiated the procurement process to secure Engineering services required for producing the detailed technical designs and tender documents
  • Initiated the procurement process to secure professional capacity to design and manage the soft activities under the project
