Who are the decision makers?
The Special Representative of UNDP/PAPP (Ms Yvonne Helle) is the head of the office. Under the Administrator’s overall guidance, the SR represents UNDP at the most senior level in the occupied Palestinian territory and exercises overall responsibility for the management of UNDP’s operational activities.
The Deputy Special Representative (Vacant) directs the formulation and implementation of capital and technical assistance programmes and is also responsible for directing the team leaders and their sectors in ensuring that the programmes / projects correspond with UNDP’s overall mission in the occupied Palestinian territory.
The Head of Gaza office (Ms Chitose Noguchi), and Deputy Special Representative a.i. overseas the management of the UNDP office in Gaza, enhances coordination and strengthens the links between relief, early recovery and development activities, ensures proper implementation of programmes based on continuous monitoring and analysis of the most critical recovery and development needs, response capacities, access situation, operational environment and applicable security issues, and implementation progress of programmes in the Gaza Strip.
The Operations and Service Manager (Ahmad Al Hammal) overseas the management of the office operations encompassing all aspects of financial management, logistics, human resources, information technology and travel, and offers operational services to the Field Security Advisor. Overall, the Operations and Service Manger ensures that PAPP’s services are at the highest calibre so that the Office can function to its maximum potential.
