Public Perceptions of Palestinian Civil Police Performance

The report is the product of a partnership established between UNDP/PAPP, the Office of the EU Representative, and EUPOL COPPS. The survey was designed with the full engagement of the Palestinian Civil Police (PCP) and the Palestinian Central Bureau for Statistics, the latter of which conducted the survey itself in the summer of 2014, covering some 4,209 households in the West Bank. The survey forms part of ongoing efforts to gage and inform the PCP’s organizational and capacity development, and to evaluate the impact of development support provided by donors and other key partners. It further serves to provide a baseline assessment of the services provided by the PCP as perceived and experienced by Palestinian citizens, against which future changes in PCP performance can be measured.

 

In addition to detailed information on levels of public satisfaction and trust in the PCP in different geographical districts of the West Bank, the report provides disaggregated data and analysis in relation to specific areas of service delivery by the PCP, such as in relation to family and juvenile protection and citizens’ complaints. On the basis of the data, a number of concrete conclusions and recommendations are formulated at the close of this report.
